Sir,

I have the honour to report that I have established

a Chinese Constables' Guarantee Fund in lieu of the existing system of Chinese shop-keepers guaranteeing the Constables, an arrange- ment which as the Captain Superintendent of Police points out in his report, copy attached, possesses many objectionable features.

I enclose a copy of the Regulations which have been drawn up by Mr. G. R. Sayer, Acting Assistant Superintendent of Police, and are modelled on the Rules of the Government Officers' Guarantee Fund, enclosed in my despatch No.283 of the 12th August,

1912.

The Fund will be purely departmental, and will be administered by the Captain Superintendent of Police, who does not anticipate any difficulty in making it financially sound. It will not require any initial financial support from the Government.
